Subsidized Housing

The King County Housing Authority owns and manages nearly 3,500 apartments, townhouses and single-family homes reserved for low-income households. Located throughout the county, excluding areas within the city limits of Seattle and Renton, this housing often includes on-site social services and is subsidized under a variety of federal, state and local assistance programs.

This section of the Web site introduces KCHA’s subsidized housing programs and communities and explains how you can apply to live in our housing. If you are a current resident, we provide information for you in the Current Residents section.

You are eligible to live in most KCHA-managed housing if your household income amounts to 80 percent or less of the area median income established for your family size. Applicants must also pass the Housing Authority’s screening process, including a review of criminal and credit history.

To learn more about specific KCHA communities, you can use the property locator map. From the map, you can access information about each property, including amenities, on-site services and locations. KCHA area and on-site management offices oversee these communities.

Federally Funded Programs

Public Housing

The Public Housing program comprises the majority of KCHA-owned housing stock, with a total of nearly 3,000 rental units. KCHA’s inventory includes a variety of mid-rise apartments, townhouses, duplexes, multiplexes and single-family homes located within 49 housing developments situated throughout the county. Two KCHA mid-rise buildings – Northridge I in Shoreline and Plaza 17 in Auburn – offer residents the choice of living in a non-smoking environment. Nia Apartments – a new White Center apartment building that opened in fall 2008 – is entirely smoke-free.

Residents include families, seniors and single persons with disabilities. Residents may choose to pay an income-based rent (equal to no more than 30 percent of their adjusted monthly income) or a flat-rate rent (as established by KCHA).

Preservation

Four communities in Bellevue and Redmond, representing a total of 271 units, are managed by KCHA's

Preservation Program. All of the units at Spiritwood Manor , Hidden Village, Newport Apartments and Parkway Apartments are open to low-income families, with incomes at 50 percent or less of the area median income. Residents in all of the housing in the Preservation developments pay an income-based rent (equal to no more than 30 percent of their adjusted monthly income).

Section 8 New Construction

KCHA owns and manages a total of 174 units reserved for low-income senior citizens and adults with disabilities in three high-rise housing developments under HUD’s Section 8 New Construction Program. Northlake House is in Bothell, the Northwood is in Kenmore and Burien Park is in Burien. To live in these communities, your household income cannot exceed 80 percent of the area median income. Like Public Housing developments, these communities are directly managed by KCHA. Residents pay no more than 30 percent of their adjusted monthly income for rent.

Locally Funded Programs

KCHA manages two properties subsidized through low-income housing tax credits. Valley Park (East and West), in Auburn, includes a total of 60 duplex and townhouse units available for family households. Harrison House, in Kent, includes a total of 94 one and two-bedroom apartments for elderly applicants. To be eligible for these developments, applicants must have incomes below 50 percent of the area median income for their family size.

The Housing Authority also manages rents out 29 condominiums for seniors in four developments around the county – Campus Green, Echo Cove, Harbour Villa and Slater Park. Eligible applicants must have incomes below 80 percent of the area median income. You can learn where to apply for each of these developments by clicking on their names.

Private Housing Opportunities

Private landlords manage a small number of scattered subsidized housing units through the Private Housing Program. Although KCHA does not own these units, we assist the landlords by processing initial applications through our Public Housing offices. You apply for Private Housing units the same way you apply for other KCHA subsidized housing.
