KCHA is seeking a qualified consultant to develop a comprehensive program, designing and implementing an innovative training program to improve customer service for the Section 8 Department. The Section 8 Staff determine eligibility of families, calculate rents, utility allowances, and deductions and explain complex Federal Regulations to program participants, applicants and landlords. Sealed proposals, in accordance with conditions defined in the RFP, must be
received via USPS Certified mail, overnight delivery services (UPS, Fed Ex, etc.) or hand delivered to the
KCHA Central Office no later than 4:00 pm local time April 15, 2010 at the address below. All
submissions will be date stamped upon receipt. No submittals will be accepted after this time. Faxed
quotes or emailed submittals will not be accepted. Please submit 4 copies of the proposal for
“DESIGN AND IMPLEMENT A CUSTOMER SERVICE TRAINING PROGRAM FOR THE

The King County Housing Authority (KCHA) is issuing a competitive Request for Proposals (RFP) for a team of legal firms with national, state, and local affordable housing finance and HUD HOPE VI program experience. The team of law firms will provide KCHA and its finance and construction consultants with specialized legal expertise related to private and public financing of the Fairwind development and land sales at Seola Gardens and other similar developments as requested by KCHA.
Seola Gardens is a HUD HOPE VI program redevelopment of the 167-unit 31-acre Park Lake Homes II site located in the White Center area of unincorporated King County. The redevelopment will convert the former Low Rent Public Housing Project into a mixed-use, mixed-income community of up to 305 units of housing. The housing will be combined with community services and parks and trails.
KCHA may, at its sole discretion, request similar legal services from the firms(s) selected through this RFP for other projects. The scope, schedule and budget for any such work will be negotiated with the firm through contract amendment.

Green River Homes-II LLC is a 60-unit former Public Housing Development, built in 1958, comprised of 30 single story duplexes and a management building. PROPOSAL PROCESS: The process is being conducted in two phases: Phase I will incorporate a written proposal to contain a statement of qualifications, technical description for undertaking the work, and a design development cost. Phase II will include interviews with selected contractors, determined by the Phase I scoring results, and a firm and final not to exceed bid/price proposal. SCOPE OF WORK: Will include replacing roofs, siding and paint, new windows and exterior doors; construction of new mechanical and storage rooms to the outside of the buildings, and new front entries at all units. Interior renovation will include mechanical, plumbing, electrical, flooring, kitchen and bathrooms, doors, cabinetry, and finishes. Upgrade six selected units to meet accessibility standards.
