Description: KCHA is seeking a qualified consultant to develop a comprehensive program, designing and implementing an innovative training program to improve customer service for the Section 8 Department. The Section 8 Staff determine eligibility of families, calculate rents, utility allowances, and deductions and explain complex Federal Regulations to program participants, applicants and landlords. Sealed proposals, in accordance with conditions defined in the RFP, must be received via USPS Certified mail, overnight delivery services (UPS, Fed Ex, etc.) or hand delivered to the KCHA Central Office no later than 4:00 pm local time April 15, 2010 at the address below. All submissions will be date stamped upon receipt. No submittals will be accepted after this time. Faxed quotes or emailed submittals will not be accepted. RFP: Web Site Assessment/Analysis

Description: KCHA is accepting proposals from qualified firms to perform a systematic assessment/analysis of its Web site at www.kcha.org that will result in a report that prioritizes recommendations for improvement of the site with regard to the following topics: • navigation (intuitiveness, consistency, clarity, ease of use, especially for users with limited Web literacy), • accessibility (Web site should be accessible to users with special needs including multilingual users), • user-friendliness (simplification, the ability for infrequent users or users with limited Web literacy to easily understand the site and navigate it with ease to find the information they seek), • content and messaging (content organization, consolidation, ease of finding information, readability, style, length, agency “voice” and identity), and • aesthetic design (an updated look that is also easy for users to read and that provides broad appeal to key audiences). We are NOT seeking proposals for a redesign of the Web site. Proposals to design and develop a new Web site shall be considered “nonresponsive” and will be rejected.

RFP: Term Contract for Videographic Services

Description: KCHA is accepting proposals from qualified video production firms to provide professional services relating to the development and production of a video. This includes comprehensive pre-production, production, and post-production services. We expect the English language version of the video for Section 8 Housing Choice voucher holders of the King County Housing Authority to be completed by Nov. 30, 2010. The video (DVD) should not exceed 20 minutes in length, with a target length of 15 minutes. Consultant is expected to furnish all labor, material (when applicable), equipment and services, and perform all work in conformance with the performance expectations outlined in this RFP. An existing script, which may require up to 40 percent content revision, will form the basis of the video. Additionally, the Section 8 housing voucher video will be translated into up to four languages: Russian, Somali, Vietnamese, and Spanish. RFP packets are available beginning Wednesday, June 2, 2010 through the Communications Department of the King County Housing Authority at 600 Andover Park West, Tukwila, WA 98188-3326.
