Minimum Bidding and Contract Requirements
The King County Housing Authority's minimum bidding and contract requirements include:
1. Insurance minimums of $1 million for general and auto liability. KCHA must be named additional insured and be primary/non-contributory. We also may require Errors & Omissions (E&O) insurance.
2. Current with payments to the state Department of Labor & Industries, the Department of Revenue, Employment Security, and the Internal Revenue Service.
3. Not on any debarment lists (federal or state).
4. Minimum five years in business under the same name or ownership group.
5. Licensed to do business in Washington state.
Additional requirements for Construction and Maintenance may include:
1. Bid bonds required for projects more than $250,000.
2. Payment/Performance bonds required for projects more than $100,000 for 100 percent of the job value.
3. Retainage amounts are 5 percent or 10 percent.
3. Experience modification factor of 1.0 or less.
4. Pay Davis-Bacon wages and submit certified payrolls for federally funded jobs.
5. Pay Washington state prevailing wages for non-federal jobs.
